Republican Motion to RECOMMIT H.R. 51 with Instructions – FAILED 205 - 215
· This Motion to Recommit would have provided a constitutionally permissible alternative to DC statehood, allowing land currently comprising Washington, DC, to be retroceded to Maryland, thereby giving its residents Congressional representation. The retrocession is conditioned upon the 23rd amendment being repealed and the state of Maryland’s legislature formally accepting the land.
